You will receive documents in two ways.

You will get both ink on paper for the foreign authority, and a digitally certified PDF to expedite your deal and give recipients 100% trust and confidence.

An Adobe Approved Trust List (AATL) certified PDF — recognized as a legally valid signature anywhere Adobe Acrobat is trusted. Delivered by email the same day the apostille is issued.

Note: this is in-person notarization at the U.S./Canada checkpoint or in the city of Blaine — not a Remote Online Notarization (RON). Some destination countries don't accept RON, so wet-ink remains the safest default.

U.S. visa optional.

We will meet at Peace Arch Park, which is actually two parks divided by the international boundary between Surrey, B.C. and Blaine, WA. It consists of a British Columbia provincial park on the Canadian side and a Washington State Park on the American side, with the 49th parallel running right between them. If you do hold a U.S. visa, you gain optionality — we can also meet on U.S. soil at a time and place of your choosing, including evenings and weekends.

How it works

  1. 01Email the document and the destination country to notary@andrii.co. We will work together with you and your recipient on finalizing all the details for notarization.
  2. 02We meet — at Peace Arch Park or wherever you prefer if you have a U.S. visa — and you sign in front of me.
  3. 03A team member will drive the documents to the WA Secretary of State for the apostille certificate.
  4. 04You will receive the apostilled, digitally signed PDF of your document by email.
  5. 05The wet-signed and notarized original document will be on its way to the recipient by DHL / FedEx with tracking.

Common questions

Does my destination country accept the U.S. apostille?

If the country is a member of the 1961 Hague Apostille Convention — yes. That's 120+ countries, including Italy, Spain, Germany, France, Ukraine, China, Brazil, Mexico, Japan, South Korea, India, and most of the EU and Latin America. Tell us the country up front and we will confirm before we meet.

Do I need certified translation into English/French?

In contrast to the B.C. Authentication Program, Washington does not require the content of your document to be translated. Only the notary certificate portion needs to be in English alone — or in dual languages with English as one of them. This provides significant time and cost savings by dropping the need for urgent translation services.

What kinds of documents do you handle?

As a Washington State notary, my apostille service covers documents that I notarize directly here in Washington. Some categories have to come from a different authority — listed below so you don't lose time.

I can notarize and apostille
  • Powers of attorney (real estate, banking, corporate, family)
  • Affidavits and statutory declarations
  • Parental / child travel consent letters
  • Single-status / freedom-to-marry affidavits
  • Corporate resolutions, board minutes, certificates of incumbency
  • Acknowledgments of signatures on contracts and deeds
  • Certified true copies of original documents you bring to the meeting (passports, diplomas, transcripts, corporate records)
Get these from the issuing authority
  • U.S. federal documents — FBI background checks, IRS letters, USCIS records, U.S. passports. These need an apostille from the U.S. Department of State in Washington, D.C., not the WA Secretary of State.
  • U.S. vital records — birth, death and marriage certificates. Order a certified copy from the state registrar where the event occurred and apostille that.
  • B.C. or other Canadian government documents — B.C. vital records, court orders, RCMP background checks, Canadian diplomas with provincial seals. These need authentication through Global Affairs Canada (Canadian apostille, since January 2024).

Is this Remote Online Notarization (RON)?

No. Every signature is in person, with a wet-ink notary seal. Many overseas buyers and authorities reject RON documents, so we strictly prefer in-person, wet-ink notarization. We can provide RON via BlueNotary or Proof for established clients, but only with prior written approval from the recipient.

Can you prepare a document for me?

I am not an attorney licensed to practice law in this state. I am not allowed to draft legal records, give advice on legal matters, including immigration, or charge a fee for those activities.

How is payment handled?

Visa / Mastercard in U.S. dollars, or Interac e-Transfer in Canadian dollars at the day's rate. Cash is not accepted. Same and next options require prepayment. Standard option can be paid after the meeting. Invoicing option available for corporate customers.
