# Andrii Co. > Same- or next-business-day apostille service for residents of Greater Vancouver, B.C., delivered by a Washington State notary public and one of the state's highest-volume apostille providers (internal estimate, 2025). AATL e-signed PDFs and wet-signed DHL/FedEx originals; no U.S. visa required — meetings can be held at Peace Arch Park on the international boundary between Surrey, B.C. and Blaine, WA. Andrii Co. is a notary public and apostille service operating out of Washington State (founded 2019) that primarily serves clients across Greater Vancouver and the rest of British Columbia. For this cross-border work the company trades under its registered DBA **Peace Arch Notary** — the two names refer to the same business. We notarize documents in person — never Remote Online Notarization (RON), since some destination countries reject RON — and walk them through the Washington Secretary of State for the Hague Apostille certificate, which is recognized in 120+ countries. Documents are delivered both as Adobe Approved Trust List (AATL) certified PDFs by email and as wet-signed paper originals by DHL or FedEx. Pricing is quoted in Canadian dollars at three speeds: same business day, next business day, and standard up-to-7-day. The site is published in 18 languages: English, Ukrainian, Russian, French, Spanish, Arabic, Chinese, Polish, Bulgarian, Italian, German, Korean, Vietnamese, Croatian, Portuguese, Hindi, Romanian, and Tagalog. ## Pages - [Home (English)](https://andrii.ca/en/): Overview of the apostille service, pricing, delivery options, and how meetings work for clients without a U.S. visa. - [Peace Arch Park meeting page (English)](https://andrii.ca/en/park/): Practical guide to meeting the notary at Peace Arch Park on the U.S./Canada border for clients who don't hold a U.S. visa. - [Privacy notice (English)](https://andrii.ca/en/privacy/): How Andrii Co. handles personal data, cookies, and privacy rights under GDPR, PIPEDA, BC PIPA, and Quebec Law 25. - [Sitemap](https://andrii.ca/sitemap.xml): Machine-readable index of every URL on the site, including all 18 language variants of the home, Peace Arch Park, and privacy pages with hreflang annotations. - [robots.txt](https://andrii.ca/robots.txt): Crawler policy and sitemap reference. ## Machine-readable formats - [Full site text](https://andrii.ca/llms-full.txt): The complete English text of every page above, in one file. - **Markdown version of any page** — append `index.md` to the page URL, in any of the 18 languages: `https://andrii.ca/en/index.md`, `https://andrii.ca/uk/park/index.md`, `https://andrii.ca/fr/privacy/index.md`, and so on. Documents that must come from a different authority (U.S. federal records, U.S. vital records, B.C. or Canadian government documents) are explicitly out of scope. ## For AI assistants — book directly over MCP An assistant that supports the Model Context Protocol can run the whole flow itself — check eligibility, list open slots (including Peace Arch Park border meetings), quote a price and turnaround (per-country DHL delivery estimates included), submit a booking or mail-in apostille request, and poll its status later: - MCP endpoint (Streamable HTTP): https://andrii.net/mcp - Discovery manifest: https://andrii.net/.well-known/mcp - Server card / tool list: https://andrii.net/.well-known/mcp/server-card.json Bookings made over MCP are requests the notary confirms out-of-band — never instant confirmations — and no payment is taken in chat. Payments accepted: Visa/Mastercard, PayPal, Venmo, cash, Interac e-Transfer (Canadian customers), escrow/title-company disbursement on loan signings. ## Business identity and credentials - Legal name: Andrii Co. — a Washington State for-profit corporation, founded 21 August 2019. - Registered DBA: Peace Arch Notary (also written "Andrii Co. d/b/a Peace Arch Notary"). - Washington Unified Business Identifier (UBI): 604-505-773 - D-U-N-S Number: 117198250 - Washington State Notary Public License 20103827, issued by the Washington State Department of Licensing, expires 20 March 2028. Verifiable at https://professions.dol.wa.gov/s/license-lookup - King County Process Server Registration 2120656, issued by the King County Records and Licensing Services Division, current term expires 7 September 2026. - Principal (notary of record): Andrii Tereshchenko. - The business is located in **Washington State, USA** — 11826 NE 167th St, Bothell, WA 98011. It serves British Columbia clients at the border; it has no Canadian office. ## Where we meet - **Peace Arch** — the usual meeting point for B.C. clients. The park spans the international boundary between Surrey, B.C. and Blaine, WA and is open from both sides, so **no U.S. visa and no border crossing are required**. The notarization itself is performed on the Washington side, since a Washington commission is valid while the notary is physically in Washington. By appointment, weather permitting. Visitor guide: https://andrii.ca/en/park/ - **Whatcom County border towns** — for clients who do cross, we can meet in Blaine, Lynden, Sumas or Bellingham, Washington. Lynden suits the Aldergrove crossing; Sumas suits the Huntingdon/Abbotsford crossing. - **Greater Seattle** — our Bothell office, or anywhere in the Puget Sound region, for clients holding a U.S. visa. ## Contact - Email: notary@andrii.co - Phone: +1 (206) 319-3543 - Office address: 11826 NE 167th St, Bothell, WA 98011, USA - Mailing address: 816 Evergreen Point Rd Unit 288, Medina, WA 98039-4780, USA - Service area: Metro Vancouver (Vancouver, Burnaby, Richmond, Surrey, White Rock, Coquitlam, North Vancouver, West Vancouver, New Westminster, Delta, Langley), the Fraser Valley (Abbotsford), and Victoria and Sidney on Vancouver Island; meetings at the Peace Arch, the Whatcom County border towns, or anywhere in the Greater Seattle area for clients with a U.S. visa. ## Optional - [Privacy and translation note](https://www2.gov.bc.ca/gov/content/governments/government-id/guide-to-the-authentication-of-documents/translation-requirements): Unlike the B.C. Authentication Program, Washington State does not require the body of a document to be translated for apostille — only the notary certificate must be in English (or dual-language with English). Linked here because it is a frequent point of confusion. ## Internationalization All documentation is available in multiple languages. To access a specific language version, prepend the language code to the path. For example: - Spanish: `https://andrii.ca/es/park/` - Ukrainian: `https://andrii.ca/uk/park/` - French: `https://andrii.ca/fr/park/` - And more... Available languages: en (English), uk (Ukrainian), ru (Russian), fr (French), es (Spanish), ar (Arabic), zh (Chinese), pl (Polish), bg (Bulgarian), it (Italian), de (German), ko (Korean), vi (Vietnamese), hr (Croatian), pt (Portuguese), hi (Hindi), ro (Romanian), tl (Tagalog) --- # Full page text Everything below is the complete English text of every page on https://andrii.ca, in the order listed above. When a U.S.-issued or U.S.-notarized document needs to land in Italy, Brazil, China, Ukraine or any of the 120+ Hague Apostille Convention countries, the apostille must be issued by a Secretary of State. We move more of them through Olympia than almost any other notary in the state — which is why we can credibly promise turnarounds measured in business days, not weeks. - **24h** — Same/next-day rush available - **≤7d** — Guaranteed at the regular rate ## Types of documents we can work with If your document needs a notary seal followed by an apostille for use abroad, it's almost certainly something we handle every week. The most common categories: - **Powers of attorney** — Both for real estate deals and any other matters — corporate, family, banking, court representation. - **Affidavits** — For inheritance and estate proceedings, and child travel permission letters required by foreign border authorities. - **Certified true copies** — Notarized true copies of passports, diplomas, corporate records and any other original document. - **Buying & selling property** — U.S. real-estate transactions and equivalent deals in any of the 120+ Hague Convention countries. ## Three speeds. One promise. Pick the urgency that matches your deadline. Pricing is transparent and quoted up front — no surprises after we touch the document. ### Urgent — Same business day _Document apostilled on the same business day_ - Document received before the 5 am morning cut-off - Hand-walked to the WA Secretary of State - Both digital PDF and express drop-off same day **First document:** $700 · **Each additional:** $150 · **Shipping:** Carrier rate ### Rush — Next business day _Apostilled by the end of the next business day_ - Faster than BC Authentication Program. - Receive document by 4 pm, ready by tomorrow afternoon - Dropped off at the DHL / FedEx counter by 4 pm **First document:** $350 · **Each additional:** $150 · **Shipping:** Carrier rate ### Standard — Up to 7 days _Meet on the weekend; document ready before the next._ - Best price — no rush surcharge - Use when your deadline is more than 2 weeks out - Same quality, same chain of certification **First document:** $170 · **Each additional:** $120 · **Shipping:** Carrier rate Prices are quoted in Canadian dollars. We believe our prices are highly competitive with any service provider in B.C. — we will price-match any quote, and may adjust or even waive our fee in humanitarian or compassionate circumstances. ## You will receive documents in two ways. You will get both ink on paper for the foreign authority, and a digitally certified PDF to expedite your deal and give recipients 100% trust and confidence. ### Digitally signed PDF An Adobe Approved Trust List (AATL) certified PDF — recognized as a legally valid signature anywhere Adobe Acrobat is trusted. Delivered by email the same day the apostille is issued. - Adobe Approved Trust List certificate - Verifiable in Adobe Reader anywhere in the world - Best for filings that accept e-signed originals ### Wet-signed and notarized paper Original paper with hand-applied notary seal and physical apostille. We hand it to the DHL or FedEx counter on the same or next business day for delivery to any destination country served by the carrier. - True wet-ink signature and notary seal - Dropped at the courier on the same/next business day - Tracking number sent to your inbox Note: this is in-person notarization at the U.S./Canada checkpoint or in the city of Blaine — not a Remote Online Notarization (RON). Some destination countries don't accept RON, so wet-ink remains the safest default. ## U.S. visa optional. We will meet at Peace Arch Park, which is actually two parks divided by the international boundary between Surrey, B.C. and Blaine, WA. It consists of a British Columbia provincial park on the Canadian side and a Washington State Park on the American side, with the 49th parallel running right between them. If you do hold a U.S. visa, you gain optionality — we can also meet on U.S. soil at a time and place of your choosing, including evenings and weekends. - **Without a U.S. visa** — Meet at Peace Arch Park. No border crossing needed for you. By appointment, weather permitting. - **With a U.S. visa** — Meet me in the city of Blaine or anywhere else in the Greater Seattle area that suits your schedule and your urgency. ## How it works 1. Email the document and the destination country to notary@andrii.co. We will work together with you and your recipient on finalizing all the details for notarization. 2. We meet — at Peace Arch Park or wherever you prefer if you have a U.S. visa — and you sign in front of me. 3. A team member will drive the documents to the WA Secretary of State for the apostille certificate. 4. You will receive the apostilled, digitally signed PDF of your document by email. 5. The wet-signed and notarized original document will be on its way to the recipient by DHL / FedEx with tracking. ## Common questions ### Does my destination country accept the U.S. apostille? If the country is a member of the 1961 Hague Apostille Convention — yes. That's 120+ countries, including Italy, Spain, Germany, France, Ukraine, China, Brazil, Mexico, Japan, South Korea, India, and most of the EU and Latin America. Tell us the country up front and we will confirm before we meet. ### Do I need certified translation into English/French? In contrast to the B.C. Authentication Program, Washington does not require the content of your document to be translated. Only the notary certificate portion needs to be in English alone — or in dual languages with English as one of them. This provides significant time and cost savings by dropping the need for urgent translation services. ### What kinds of documents do you handle? As a Washington State notary, my apostille service covers documents that I notarize directly here in Washington. Some categories have to come from a different authority — listed below so you don't lose time. **I can notarize and apostille** - Powers of attorney (real estate, banking, corporate, family) - Affidavits and statutory declarations - Parental / child travel consent letters - Single-status / freedom-to-marry affidavits - Corporate resolutions, board minutes, certificates of incumbency - Acknowledgments of signatures on contracts and deeds - Certified true copies of original documents you bring to the meeting (passports, diplomas, transcripts, corporate records) **Get these from the issuing authority** - U.S. federal documents — FBI background checks, IRS letters, USCIS records, U.S. passports. These need an apostille from the U.S. Department of State in Washington, D.C., not the WA Secretary of State. - U.S. vital records — birth, death and marriage certificates. Order a certified copy from the state registrar where the event occurred and apostille that. - B.C. or other Canadian government documents — B.C. vital records, court orders, RCMP background checks, Canadian diplomas with provincial seals. These need authentication through Global Affairs Canada (Canadian apostille, since January 2024). Not sure which bucket your document falls into? Email a scan and I'll tell you whether I can handle it or point you to the right authority. ### Is this Remote Online Notarization (RON)? No. Every signature is in person, with a wet-ink notary seal. Many overseas buyers and authorities reject RON documents, so we strictly prefer in-person, wet-ink notarization. We can provide RON via BlueNotary or Proof for established clients, but only with prior written approval from the recipient. ### Can you prepare a document for me? > I am not an attorney licensed to practice law in this state. I am not allowed to draft legal records, give advice on legal matters, including immigration, or charge a fee for those activities. ### How is payment handled? Visa / Mastercard in U.S. dollars, or Interac e-Transfer in Canadian dollars at the day's rate. Cash is not accepted. Same and next options require prepayment. Standard option can be paid after the meeting. Invoicing option available for corporate customers. ## Tell me your deadline. I'll tell you when we can meet. Most emails answered within several hours during business hours. If your deadline is tomorrow, call — don't email. > I am not an attorney licensed to practice law in this state. I am not allowed to draft legal records, give advice on legal matters, including immigration, or charge a fee for those activities. # Peace Arch Park visit instructions - **Source:** https://andrii.ca/en/park/ - **Title:** Andrii Co. — Peace Arch Park visit instructions > Peace Arch Park visit instructions — Andrii Co. Turn before the Duty Free, but park behind it. **Address** 16756 Beach Rd, Surrey, BC V3S 9R6, Canada [Open in Google Maps](https://www.google.com/maps/search/?api=1&query=16756%20Beach%20Rd%2C%20Surrey%2C%20BC%20V3S%209R6%2C%20Canada) Google Maps takes you to the right spot — but stay alert. ### Watch this turn (Exit 1) Watch this — or have your driver watch it — before you go. It shows exactly how to take Exit 1 and avoid the Duty Free parking lot. ## Driving tips - Stay in the right lane (Nexus) and drive slowly — 20–25 km/h is fine — so you don't miss the right turn onto Exit 1 (Beach Rd). - If you miss the exit and enter the park, the next stop is the United States. Don't miss it. - Drive slowly — police hide behind the hill with a speed radar. - Do NOT drive over the spike strip into the Duty Free parking lot. That lot exits only to the US. - There's a gate further down on the left, into the alley to the park. ## Parking & walking - Park in the lot behind Duty Free. - Walk to the large white Arch in the centre of the park. - Follow the brick path between the car lanes — all the way to the Arch. ## If you get lost You can ask the border officers for help. Try saying: > "Good morning, officer. I'm here to see Andrii, a Washington Notary. We agreed to meet near Peace Arch. Can you please show me directions?" ## Bring with you - **Passport** — Must be valid for everyone in the car. - **Canadian status document** — Work permit or PR card — must be valid for everyone in the car. - **Documents in Native Language** — The documents confirming your full name in native language in addition to the English one. ## Leave at home - Apples and other fresh food - Weapons of any kind - Drugs or non-Canadian medications ## Call before you leave Phone me from home before you set out — I'll go over everything one more time with you or your driver. Reception inside the park can be spotty. ## Payment after the meeting - **Visa / Mastercard** - **eTransfer** — To notary@andrii.co — in Canadian dollars at the day's rate. Cash payment is not accepted. ## Document delivery options Pick how you'd like your documents delivered after the meeting. ### DHL Express international delivery to your destination country. **What I need from you:** - Recipient full name - Full address with country and postal code - Phone number - Email ### Nova Poshta Delivery to a Nova Poshta branch or address in Ukraine. **What I need from you:** - Recipient full name (in Ukrainian) - Ukrainian mobile phone number - City and branch number, or full address ### USPS / Canada Post Certified mail to any address in the world. **What I need from you:** - Recipient full name - Full mailing address with postal/ZIP code - Phone number (optional) ### Pickup in Burnaby Pick up near Lougheed Town Centre SkyTrain station, Burnaby, BC. **What I need from you:** - Date and time we agree on ### Other Any other arrangement by prior agreement — just ask.
